How to Apply for PM Surya Ghar Rooftop Solar, Step by Step
Before you start: what you need
- Your electricity consumer account number: the number printed on your bill from your distribution company (DISCOM).
- A mobile number that can receive an OTP. The portal verifies it first.
- Bank account details and proof that the account is yours: a cancelled cheque image, a bank e-statement, or a passbook scan.
- A roof you can use, and a grid-connected electricity connection. Off-grid systems are not eligible.
- Domestic-content modules. Ask the vendor to confirm in writing that the modules and cells are made in India.
Where to log in
- Consumer login and registration: consumer.pmsuryaghar.gov.in/consumer/
- Main portal: pmsuryaghar.gov.in
The portal's own instructions say: enter your mobile number and verify it with the OTP; and on the vendor pop-up, click Yes if you want your vendor to fill in the application for you. Check the address bar before you enter anything. Screens and labels can change, so follow the on-screen prompts.
Step by step
- Register and log in. Open the consumer login page, enter your mobile number and verify the OTP. Choose your state and electricity distribution company, and enter your consumer account number.
- Apply for rooftop solar. Submit the application. The portal gives you an application ID. Keep it: you will need it for every later step.
- Choose a registered vendor. Use the portal's vendor list and comparison tool. You are free to pick any registered vendor at a price you agree; nobody sets the rate for you. Get at least three written quotes.
- Agree the design and price in writing. System size, panel and inverter make, warranty, what is included. A sample vendor-consumer agreement is attached to the official guideline. Compare the total with the benchmark cost.
- Feasibility approval, if your state needs it. Systems up to 10 kW are deemed accepted, but only once your state has put this into practice. If your DISCOM still asks for documents, upload them and wait for approval before the vendor installs.
- The vendor installs. The vendor installs the system, does the safety checks and explains maintenance and safety to you.
- Update the portal. After installation, enter the system details and upload the required documents, including geo-tagged photographs. Your vendor may help from your consumer login. The application then moves to the DISCOM.
- DISCOM inspection and meter. The DISCOM physically inspects the system against a checklist, signs the metering agreement with you, and installs the meter. The DISCOM can approve, send the application back for corrections, or reject it with a reason. The subsidy is processed only after this physical check.
- Submit your bank details. Upload the cancelled cheque, e-statement or passbook scan on the portal. If you took a loan, your loan account details are also needed.
- Redeem the e-token. Once the documents are uploaded and the DISCOM has finished, an e-token is activated in your portal profile with the subsidy for your installed capacity. Log in and redeem it.
- Receive the subsidy. It is processed within 15 days of DISCOM approval and paid to your bank account. If you took a loan, it goes to the loan account first, and any remainder to your bank account.
If you want a loan
The portal lists loan products from banks, linked to the Jan Samarth portal. The guideline expects low-interest loans at about repo rate plus 0.5% for systems up to 3 kW. Ask the bank for the actual rate.
After installation
- The registered vendor must repair and maintain the system free of cost for 5 years from commissioning.
- Under-performing components must be repaired or replaced free of cost in that period, and you keep the manufacturers' warranties.
- If a system fault stops the subsidy or the commissioning, the vendor must fix it.
Avoid these mistakes
- Paying anyone a fee to "release" or "speed up" the subsidy. The subsidy goes through the portal only.
- Letting a vendor install non-domestic modules. The subsidy would be lost.
- Skipping the geo-tagged photos or bank proof. The application will bounce.
- Forgetting that you pay first: keep funds or a loan ready for the full quote.
Common questions
Where do I apply?
Only on the National Portal for Rooftop Solar run by MNRE. The guideline says the benefits are available only through this portal. Use the official address and be careful with lookalike sites.
Do I choose the installer?
Yes. You choose any vendor registered on the portal and agree the price directly. There is no tender or fixed rate set by the DISCOM.
How long until I get the subsidy?
The subsidy is processed within 15 days of the DISCOM approving your application. The steps before that, installation, inspection and meter, depend on your vendor and your DISCOM and take longer.
Do I need DISCOM approval before installing?
Systems up to 10 kW are deemed accepted without a technical feasibility approval, but only once your state regulator and DISCOM have put that rule into practice. Until then, upload the documents your DISCOM asks for and wait for approval where your state requires it.
