Rooftop Solar Technical Specifications Under PM Surya Ghar: What Your Quote Must Include
A subsidised system must follow the Ministry's minimum technical specifications, which the DISCOM also checks at inspection. Key points: domestic modules from domestic cells on the approved list, a module defect warranty of at least 5 years, 5 years of maintenance, and a performance ratio of 75% at commissioning.
What a system must consist of
- Solar PV modules, in the required number.
- Inverter or power conditioning unit.
- Module mounting structures.
- Net meter or smart meter.
- Array junction boxes, a DC distribution box and an AC distribution box.
- Protections: earthing, lightning and surge.
- Cables and conduits of suitable length, connectors, and the civil and mechanical work.
- Drawings and manuals, and 5 years of comprehensive operation and maintenance.
Where it can be installed
- On a rooftop, terrace or balcony, or as building-integrated PV.
- On an elevated structure, which needs at least 8 feet of ground clearance at its lowest point to qualify.
- The module mounting structure needs at least 600 mm of clearance from the roof surface at its lowest point.
Solar modules
- Made in India, from cells made in India, and on the Ministry's approved list of models and manufacturers (ALMM). Non-domestic modules in any form make the installation ineligible.
- Tested to the latest IEC standards or the equivalent BIS standards, including IEC 61215 / IS 14286 and the safety standard IS/IEC 61730. Modules used in a highly corrosive atmosphere must also pass the salt-mist test (IEC 61701).
- Rated power tolerance of at most +3%.
- Minimum fill factor of 75%.
- Output of more than 97% in the first year, more than 90% for the first 10 years and more than 80% over the next 15 years. Degradation must stay below 0.5% a year.
- A manufacturer warranty against manufacturing defects of at least 5 years from commissioning.
Performance and service
- Performance ratio of 75% at commissioning, checked by the DISCOM or its agent, and maintained during the 5-year warranty.
- The vendor provides a calibrated radiation sensor on a returnable basis at commissioning, so the ratio can be measured.
- Inverters and other equipment must follow the relevant IEC or BIS standards. The vendor is solely responsible for any shortfall and can be blacklisted for malpractice.
How to use this list
- Ask each vendor to write the make, model and standards of the modules, inverter and meter in the quote.
- Ask for the warranty terms in writing: module defect warranty, system warranty and the 5-year maintenance.
- Check that the structure meets the clearance rules for your roof.
- Keep the test reports, serial numbers and warranty cards: you must upload them on the portal.
These are the minimum specifications in the June 2024 guideline, "as may be amended from time to time". The portal has the current version. See also how to choose a vendor.
Common questions
Can I install higher specifications than the minimum?
Yes. Consumers may install higher specifications than these standards and still be eligible for the subsidy.
Is the subsidy based on the inverter size or the panel size?
On the rated DC capacity of the solar modules, not the inverter. A bigger or smaller inverter does not change the subsidy, but the inverter must meet the technical specification.
Can I put the panels on a raised structure?
Yes, a system on an elevated structure can qualify if the structure has a ground clearance of at least 8 feet at its lowest point.
