Registered Vendors Under PM Surya Ghar: How to Choose and What to Put in the Agreement
How vendors are registered
Vendors register either with the state DISCOM or state agency, or with the national implementing agency for national or multi-state work. Registered vendors build a profile on the portal with the system specifications they offer, their prices and contact details.
How to choose
- Open the vendor list on the official portal and shortlist vendors who work in your area.
- Read each profile: what they offer, the prices they list, the rating and the feedback from past customers.
- Send an enquiry through the portal. Vendors are expected to reply in a timely and reasonable way.
- Get at least three written quotes for the same size and the same specification.
- Compare each total with the benchmark cost and with the technical specifications the system must meet.
- Pick one, and put the deal in a written agreement before you pay.
What a registered vendor must provide
- Free repair and maintenance for 5 years from commissioning, with faulty or under-performing components repaired or replaced free of cost.
- A warranty certificate for the complete system for 5 years from commissioning, plus the manufacturers' warranties for individual components, and help with claiming them.
- A plant that reaches a performance ratio of 75% at commissioning and keeps it during the warranty period.
- All documents you need to upload for the subsidy: test reports, serial numbers, warranty cards, layout and electrical diagram, structure drawing.
- Presence at testing and commissioning by the DISCOM.
- Training for you on cleaning the modules and basic maintenance.
- Fixing any fault in the system that stops the subsidy or the commissioning.
A vendor whose installations are poor, do not work, or break the scheme rules can be removed from the portal's list and penalised.
What to put in the agreement
The guideline includes a sample consumer-vendor agreement; your own can differ, but check that yours covers these points:
- A site survey that checks the roof, its strength and the shadow-free area, and a design with drawings.
- The make and model of modules and inverter, and a written statement that modules and cells are made in India.
- Who supplies the net meter, tests it and gets the grid connection approved. The sample agreement puts these with the vendor; the guideline itself says the meter is provided by the DISCOM or bought by you from an enlisted vendor. Settle this in writing so the price is not a surprise.
- The total price and the payment schedule. You can ask for payment in stages tied to milestones, and write that in.
- Extra work caused by your building, if any: the vendor should give an estimate and a separate invoice with GST.
- The 5-year maintenance, the warranties and the performance ratio, as above.
- Help with uploading the subsidy documents on the portal.
What you must do as the consumer
- Give access to the roof during installation, maintenance and testing.
- Keep the delivered material safely until the system is handed over.
- Provide electricity during installation and water to clean the panels.
- Report any fault to the vendor during the warranty period.
- Pay as agreed, including any extra amount for extra work.
Red flags
- The vendor is not on the portal's list, or asks you to apply "through them" without a login of your own.
- A quote far above the benchmark with no written reason.
- No written statement of module make and domestic content.
- A request to pay a fee to "release" the subsidy.
Common questions
Where is the PM Surya Ghar vendor list?
On the national portal. Registered vendors create profiles there with the systems they offer, their prices and contact details, and the portal has a comparison tool. Always check the list on the official portal, not a list a salesperson sends you.
Can I use a local electrician or any installer?
Only a vendor registered on the national portal qualifies. Using an unregistered installer means the system will not be eligible for the subsidy.
Who settles a dispute with the vendor?
You and the vendor settle it between you or under the law. The sample agreement states that MNRE and the DISCOM are not a party to disputes between consumer and vendor. Raise a complaint on the portal if the vendor breaks the scheme rules.
